Background
Dalseong County makes up 48% of the territory of Daegu Metropolitan City, and is the second-most populous of all 84 counties across Korea today. The continued economic growth of the city and the county is increasing local demand for more recreational opportunities and facilities, thus increasing the need to effectively manage public services and facilities. As individual management of these diverse facilities and services will inevitably raise issues of inefficiency and rising costs, Dalseong County decided to set up a local public corporation in which the functions and authority for managing all these facilities would be concentrated, and which, in turn, would use market expertise to maximize the efficiency of management.
Founding Purposes

  • Enhance the competitiveness and efficiency of public administration: Streamline administrative budgets and personnel and achieve an “efficient small government” by appropriately readjusting administrative resources involved in facility management;

  • Encourage healthy recreation and boost the wellbeing of county residents by providing quality services and facilities for culture and sports;

  • Ensure centralized management of public facilities and quality services for users through professional management;

  • Ensure responsible and market-friendly management of the corporation toward maximizing the effectiveness of its activities and minimizing the use of local tax revenues.

2013
  • 02.01Master plan developed for establishment of the Corporation.
  • 05.16Feasibility study conducted on establishment of the Corporation.
  • 09.06Public hearing held to gather local opinions on establishment of the Corporation.
  • 10.31Negotiations completed with the Daegu Metropolitan Government on establishment of the Corporation.
  • 11.01Corporation Establishment Deliberation Committee organized.
  • 11.06Draft for a county bylaw on establishment of the Corporation released.
  • 12.30County Bylaw on Establishment and Management of DFMC enacted and promulgated.
2014
  • 01.03Articles of Incorporation and rules for the Executive Nomination Committee established.
  • 03.0716 fulltime employees hired.
  • 03.10Executive appointment ceremony held.
  • 03.10 ~ 31Employees assigned to their jobs and posts.
  • 03.20Corporation registered.
  • 03.31Management contract signed by Dalseong County and the Corporation.
  • 04.01Inauguration ceremony held, along with the inauguration of Kim Hyeon-ho as inaugural chairman of the Corporation.
  • 07.18Samunjin Lake Ferry service launched.
  • 10.03Dalseong Lake Cruise service launched.
2015
  • 01.01Management contract signed on Hwawon Amusement Park.
  • 02.28Electric shuttle service launched at Biseulsan Natural Recreation Forest.
  • 04.01Management contract signed on Hyeonpung Tennis Center.
  • 07.01Management contract signed on Dasa and Hwawon Tennis Centers.
  • 08.01Samunjin Express Ferry service launched.
  • 08.29Management contract signed on Samunjin Picnic Site.
